Protection of land rights of peasants and ATO participants: the project is completed, activities continue

On June 30, 2015, the project “Enhancing the capacity of ATO participants to exercise their rights to land plots and protecting the rights of peasant landowners and property shares in Khmelnytskyi, Kharkiv and Chernihiv regions” was completed, which lasted 6 months (from December 2014 to June 2015).

This project was implemented by the Podil Legal League in direct partnership with the Chuhuyiv Human Rights Group (CHPG), the Chernihiv Public Committee for the Protection of Human Rights (CHGKZPL) and the Kamianets-Podilskyi Lawyers’ Association. Separate partners during the implementation of the project were the territorial departments of the State Land Agencies, village libraries of remote settlements of the target regions, Khmelnytskyi, Chernihiv and Kharkiv regional councils and regional administrations, village councils of Khmelnytskyi, Chernihiv and Kharkiv regions, the Main Department of Justice in Khmelnytskyi region, Khmelnytskyi City District Department of Justice of Ukraine, representatives of the legal community and non-governmental public organizations.


The project primarily envisaged:

1) providing free legal assistance directly at Resource Centers based on project partner organizations, where ATO participants and villagers were able to protect their land rights and rights to property shares.

2) by providing Skype consultations. Rural libraries connected to the “Bibliomist” program and provided with the necessary technical equipment and high-speed Internet were involved in legal assistance via Skype.

3) operation of a “hotline” in the reception rooms of Resource Centers.

4) field work of Resource Centers in rural areas.

5) holding activities to increase legal awareness of the population, which made it possible to cover the majority of the target audience of the regions involved in the project and generally increased the awareness of unit owners and participants in the hostilities in the ATO.

During the implementation of the project, lawyers of the Podil Legal League provided:

• 210 consultations;

• more than 40 procedural documents were drawn up;

• 4 successful cases (court decisions in favor of plaintiffs that have become legally binding);

• over 50 consultations via the “hotline”;

• 73 people were consulted during field consultations in rural areas.
