PUBLIC COUNCIL ON HUMAN RIGHTS

For each fact of identified deficiencies, an instruction is sent to the regional municipal executive authority, deadlines are set for eliminating the identified deficiencies, and official inspections are carried out.
At the beginning of 2009, members of the Public Council, together with the leadership of the Department of Internal Affairs of Ukraine in the Chernihiv region, received citizens.
Together with members of the Public Council at the Department of Internal Affairs of Chernihiv region, 10 citizens were received, 3 applications were received in writing.
Thus, in April 2009, a complaint from Salii O.O. was received in the mailbox of the Public Council. on the actions of the police inspector, who behaved tactlessly when trying to enter her apartment, did not present documents, threatened and even when he realized that he had made a mistake with the apartment, did not apologize, and also spoke obscenely to the officer on duty of the Nizhyn city department in the presence of the mayor Saliy O.O.
The Secretary of the Public Council Tarasov V.V. and the Assistant Minister met with the applicant. An official inspection was scheduled.
According to the results of the official investigation, the police inspector and the operational officer on duty of the Nizhyn police headquarters of the Ministry of Internal Affairs of Ukraine in the Chernihiv region were brought to disciplinary responsibility.
Unfortunately, there was no joint reception of citizens in the second half of the year.

Unfortunately, this information is not currently posted in all regional police departments. During the visits of the mobile group, it was discovered that such information is missing in Chernihiv MV, Pryluky regional police department, and Kulykivskyi regional police department.
In 2009, the mailbox of the Public Council under the Department of the Ministry of Internal Affairs of Ukraine in Chernihiv region received more than 10 complaints on human rights in 2009 (3 from citizens of the region, 8 from detainees in the ITT and SIZO). All complaints were considered and the applicants were given answers.
In 2009, the participation of members of the Public Council in classes in the system of in-service training of police officers increased.
Thus, on March 19, 2009, within the framework of the European Week Against Racism, in order to combat racism and xenophobia in the system of in-service training of employees of the Chernihiv MV, a member of the Public Council, Tukhan Ediev, together with the Assistant to the Minister, held a lesson on the topic “Prevention of manifestations of racism and xenophobia in Ukrainian society”.
On April 23, 2009, the lesson “Xenophobia – its manifestations in the world and in Ukraine” in the system of in-service training for employees of the Department of the Ministry of Internal Affairs of Ukraine in the Chernihiv region was held by the Assistant to the Minister and member of the Public Council, program director of the Chernihiv Public Committee for the Protection of Human Rights – Tukhan Ediev.
October 22, 2009 – classes in the system of service training “Gender approach in the work of the Ministry of Internal Affairs” for employees of the Ministry of Internal Affairs in Chernihiv region were conducted by a member of the Chernihiv regional organization of the Union of Women of Ukraine, associate professor of the Department of Management of Chernihiv State Technological University, Zadorozhna S.M. and assistant to the Minister.
On March 17, 2009, within the framework of the Pan-European Week against Racism, members of the Public Council under the Ministry of Internal Affairs of Ukraine in Chernihiv region on issues of ensuring human rights held a meeting with foreigners and stateless persons who are held in the Rozsudivka temporary detention center for foreigners and stateless persons who are illegally staying in Ukraine.
In 2009, the Chernihiv Public Committee for the Protection of Human Rights, 2 members of which are members of the Public Council, within the framework of the project “Technical Cooperation and Strengthening the Capacity of the Governments of Ukraine and Moldova to Implement Readmission Agreements with the European Union”
GUMIRA
(GUMIRA), implemented by the International Organization for Migration with the support of the European Union, donated kits of sanitary and hygienic products, clothing, footwear, medical supplies and other assistance worth about 52,000 UAH to the Rozsudivsk detention center for foreigners and stateless persons.
Members of the Public Council helped minors from disadvantaged families with clothing and footwear.
In 2009, the Public Council worked in the following areas of activity:
– consideration of applications for illegal actions of employees of internal affairs bodies;
– education of employees of internal affairs bodies in the field of human rights;
– rights of minors;
– rights of refugees and migrants;
– prevention of domestic violence, child abuse, human trafficking and gender equality;
– work of the mobile group;
– the work of the joint public reception.
All issues raised at the meetings of the Public Council are analyzed, studied and appropriate decisions are made on them.
