Training on domestic violence for specialists, community representatives, and police officers was held in Chernihiv region

Today, the legislation clearly defines the Procedure for interaction between entities implementing measures to prevent and combat domestic violence and gender-based violence. The main goal of this interaction is the effective implementation of the rights of a person affected by domestic violence. However, despite this, problems with domestic violence do not decrease at the level of the Chernihiv region.

That is why, in order to acquire practical skills and additional knowledge in the field of combating domestic violence, during the “16 Days Against Violence” campaign, trainings were held in Chernihiv from December 6 to 8, 2021 for representatives of various entities on improving interdepartmental interaction in cases of domestic and gender-based violence.

A series of events was held for representatives of territorial communities who are responsible for implementing policies in the field of preventing domestic violence, specialists in children’s services, as well as police officers of the Chernihiv region to develop their capacity and awareness in the field of combating domestic violence.

The training trainer was Viktor Valchuk – a national expert/trainer on preventing and combating domestic and gender-based violence.

During the trainings, participants were able to learn more about the characteristic features of domestic violence, such as: systematicity of actions, infliction of harm, commission by persons who share a common life, rights and obligations, as well as place of residence. A separate block discussed national legislation on preventing and combating domestic violence, in particular, special measures that can be applied to the perpetrator and the procedure for their application.

The liability provided for the commission of domestic violence was considered. At the moment, the legislation of Ukraine provides for administrative and criminal liability for the commission of domestic violence, as well as separately for evading the program for perpetrators.

Also, during the training for law enforcement representatives, the participants additionally focused on the issue of bringing perpetrators to administrative liability, the mandatory preparation of a risk assessment for victims of domestic violence, and also discussed the practical aspects of drawing up urgent restraining orders.

In addition, practical tasks were worked out based on real cases. The purpose of this task was to develop practical skills in identifying cases of domestic violence and develop an algorithm of actions aimed at providing comprehensive assistance to a person affected by domestic violence, including the involvement of other structures.


The events were organized by the Chernihiv Public Committee for the Protection of Human Rights within the framework of the project “Local Communities of Chernihiv Region against Domestic Violence” with the assistance of the Department of Family, Youth and Sports, the Service for Children of the Chernihiv Regional State Administration, the Main Police Department in Chernihiv Region and with the support of the Democracy Promotion Foundation of the US Embassy in Ukraine.
