Analysis of legal assistance provided by the ChGKZHR to citizens in 2012

During 2012, 501 people, 189 of whom were men and 312 were women, applied to the public reception of the Chernihiv Public Committee for Human Rights Protection (CHPCHR) for free legal assistance on various issues. In total, these people received more than 420 consultations from lawyers.


An analysis of these applications shows that residents of the Chernihiv region were most interested in

family and housing problems, inheritance registration, pension and social security issues. The majority of all applications concerned, to one degree or another, the protection of property rights.

Chernihiv residents were also interested in applying to the court (specificities of preparing and submitting documents to the court, their rights and characteristics of behavior in the judicial process, non-execution of court decisions, the procedure for appealing court decisions, etc.), the rules for preparing appeals and requests for information to government bodies and local self-government, their officials, obtaining reference information about certain laws and the practice of their application in specific life situations. For example, statements of claim to the court regarding the appeal of the untimely preparation of technical documentation for land, collection of alimony and alimony arrears, requests to the Pension Fund bodies regarding the features of the accrual and payment of pensions to citizens or to social protection bodies regarding receipt of social assistance or subsidies. People also appealed to appeal decisions, actions and inaction of police officers, other government bodies, non-execution of court decisions on “children of war”.

A significant part in 2012 was made up of questions from citizens to the lawyers of the public reception desk regarding employment, rules for remuneration and use of vacations, appealing against illegal dismissal from work, and issues of taxation of own income (namely, the issue of paying taxes on real estate and land plots) and issues of medical law, which became relevant due to changes in legislation.

During the reporting period, the lawyers of the reception desk assisted citizens in preparing 180 procedural documents, including: 56 statements of claim, appeals and cassation complaints filed with courts of various levels; 76 applications sent to various government bodies and local governments, officials, enterprises, institutions and organizations, and complaints to the European Court of Human Rights (3).

Most often, pensioners (247); unemployed (120); disabled people (45) applied for free primary and secondary legal assistance to the specialists of the public reception center of the ChGKZPL in the reporting period. Also, free legal assistance from the organization’s lawyers in 2012 was received by budget employees (15), entrepreneurs (33), convicts (12), single mothers (12), public organizations (3), defendants (3) and others (15).


The organization’s lawyers provided legal assistance to citizens in various ways. In particular, citizens received primary and secondary legal assistance:

– during a personal reception with lawyers, which was carried out in the premises of the public reception center in the city of Chernihiv (473);

– by regular and e-mail (12);

– by telephone (15).

A separate area of ​​activity of the public reception of the Chernihiv Public Committee for the Protection of Human Rights is the provision of legal assistance to foreigners based on the Chernihiv Temporary Residence Point for Foreigners and Stateless Persons who are illegally in Ukraine, in the village of Rozsudiv, Ripky district, Chernihiv region. Lawyers provided 1,246 consultations and provided assistance in drawing up procedural documents.

This number is explained by the fact that clients often turned to lawyers several times or with several questions at once.
