RIGHTS OF REFUGEES AND MIGRANTS


In particular, Dmytro Plechko highlighted changes in the legislation and procedure for determining refugee status. The main topic of the speech of the representative of the Ministry of Justice of Ukraine, Maya Zadorozhnaya, was the draft Law of Ukraine “On the Legal Status of Foreigners and Stateless Persons”. This topic aroused keen interest and many questions from representatives of the passport service.



Deputy Head of the Chernihiv Department of the Migration Service, Valery Ryabukha, made a report on the migration situation in the Chernihiv region for eight months of 2006.

During the discussion, the issue of the situation of refugees in Ukraine, their number, and the problem of obtaining refugee status in Ukraine was once again raised.



On September 5, the Chernihiv Public Committee organized another seminar – for cadets of the Chernihiv Law College of the State Department of Ukraine on the Execution of Sentences.


In the form of a lecture, the cadets were explained the issues of defining the concept of “refugee” according to the 1951 UN Convention; the role of UNHCR in protecting the rights of refugees; the rights of migrants detained for violating the legislation of Ukraine; the principle of non-refoulement of refugees in international law; documentation of asylum seekers and registration of their location.
