What do you need to do to vote at home?

In less than two weeks, on May 25, our country will hold early elections for the President of Ukraine. On this day, it will be the civic duty of every conscious voter to come to the polling station and vote. However, there are people who, due to age, disability or health, cannot come to the premises of their polling station. For such voters, the legislation provides special opportunities so that they can still exercise their right to vote. But you need to take care of this in advance!
For voters whose voter list contains the mark “NSP”
If a voter wants to vote not at the polling station, but at their place of residence, and the voter list contains the mark “NSP” (unable to move independently), then they will be able to exercise this right without any additional actions on their part. That is, on voting day, three members of the election commission will come to them and give them the opportunity to vote.
How do I find out that the voter list contains the mark “NSP”?
There are two ways to find out whether a specific person is marked “NSP” on the voter list:
1. Contact the precinct election commission at the place of residence and familiarize yourself with the voter list at the PEC.
2. Contact the State Voter Register Department.
If the voter cannot do it himself, his relatives, friends, acquaintances, and neighbors can check such information. We advise you to do this as early as possible.
In addition, each voter should receive an invitation to the elections by May 12. If a person is marked “NSP” on the voter list, the invitation will state: “Due to the presence of a mark on the voter list regarding you regarding permanent inability to move independently, we inform you that you will be given the opportunity to vote at your place of residence.”
So, if a voter received an invitation with this mark, he will definitely be able to vote at his place of residence.
What to do if a voter wants to vote at a polling station?
If a voter who has the “NSP” mark still wants to vote at a polling station, he must notify his precinct election commission in writing or in person by 12 noon on May 24. Then the commission will provide him with such an opportunity.
If the voter does not do this, he will have to vote “at home”. Even if he comes to the polling station himself on May 25. PEC members will not have the right to issue him a ballot to vote at the polling station.
For voters for whom the voter list does not contain the mark “NSP”
The situation is different for persons who, due to age, disability or health, cannot come to the polling station and vote, but the voter list does not contain the mark “NSP”.
Such voters must contact their PEC no later than 8 pm on May 23 with a relevant application and an attached certificate from a medical institution about their health. In this case, a person who is temporarily unable to move independently must submit a handwritten application by mail or through other persons with a request to ensure that he or she can vote at his or her place of residence, indicating the appropriate place.
After that, the PEC, by its decision based on the submitted documents, may include such a person in the extract from the voter list and provide him or her with the opportunity to vote at his or her place of residence.
But it is worth remembering that members of the precinct election commission are obliged to verify the fact of the voter’s temporary inability to move independently. And in case of non-confirmation, the commission must make a decision to refuse to provide the voter with the opportunity to vote at his or her place of residence.
What should a voter who will be in the hospital on voting day do?
At special polling stations established in inpatient healthcare facilities, voting at the voter’s place of residence is conducted on the basis of his/her handwritten application with a request to ensure that he/she can vote at his/her place of residence due to the need to comply with bed rest.
If you vote at home – allow observers into the premises
Voters who vote at their place of residence (at home) are required to allow into the relevant premises, except for PEC members, official observers, candidates or their proxies or other persons who are entitled to be present during voting at the polling station. Otherwise, such voters will not be given the opportunity to vote.
