The forum “Solving problematic issues in the field of protecting the rights of landowners and land users of Chernihiv region” was held in Chernihiv

On September 14, as part of the activities aimed at strengthening the competencies and combining the efforts of public activists, human rights defenders, employees of the free legal aid system and local government bodies of Chernihiv region in the field of land relations, a final training event in the format of a forum was held.

During the year, three similar training events were held in different corners of the Chernihiv region, in which specialists and activists from different communities took part.

During the event, those interested could ask relevant questions related to land legislation to the head of the Department of Land Management and Land Protection of the Main Department of the State Geocadastre in Chernihiv region

Representatives of communities and centers for the provision of BVPD actively asked questions, in particular, the issue of ensuring passage and use of land plots located near the state border and on which engineering defense facilities were located was raised. Issues related to the lease of land plots and the development of general plans for settlements were actively discussed. It was emphasized that the inclusion of land plots of agricultural importance is an irrational issue, since according to current legislation, agricultural land plots included within the boundaries of settlements according to plans can be provided to citizens exclusively for gardening.

acquainted those present with the procedure for determining the location of a land plot, the ownership of which is confirmed by a certificate. Thus, according to the current legislation, if the owner of a land plot or share only has a certificate confirming the right of ownership to conditional hectares in a land mass that belonged to a collective agricultural enterprise, the owner of such a land plot must familiarize himself with the minutes of the meeting of the owners of the collective land plot. Based on the decision of the owners to divide the land plot, a land management project was developed to divide the land plot with the subsequent assignment of numbers to the plots formed at the expense of the land plot that belonged to the former CSE, which were distributed by drawing lots between the former members of such a farm.

The cycle of classes was held within the framework of the land reform and the opening of the land market in order to protect the rights of landowners and provide methodological assistance to the united territorial communities that are entrusted with the authority to dispose of land.


The event was organized by the Chernihiv Public Committee for the Protection of Human Rights together with the Regional Center for the Provision of Free Secondary Legal Aid in Chernihiv Oblast within the framework of the project “Ensuring Human Rights and Strengthening Civic Participation in the Framework of Land Reform in Ukraine” with the support of the Human Rights House Foundation and the European Union and the project “Program for Accelerating Private Investment in Agriculture”.
