Representatives of communities of Khmelnytskyi region assessed the prospects for the implementation of public budgets

Participatory budgets, also called participatory budgets, have become a common phenomenon for Ukrainian cities. Almost all regional centers allocate a fixed amount or a percentage of local community funds to finance community members’ initiatives.

United territorial communities are still wary of such innovations. They are afraid of the lack of clear legislative regulation of public budgeting, the need for additional efforts and resources from the local council, etc.

The main goal of the project “Public Budget – a Dialogue Platform for the Government and the Community” is to convey to the ATC all the advantages of introducing public budgets.

This is exactly what was discussed with representatives of the Khmelnytskyi Oblast AH during the training held on October 17, 2018 in Khmelnytskyi.

In particular, the training addressed the following issues:

– advantages of a participatory budget in AHs

– organization of project selection and implementation

– practical preparation of projects within the framework of a participatory budget

paid special attention to existing models of the public budget, as well as practical components of the process of preparing, submitting and evaluating projects, and the nuances of voting processes.

According to the expert, the introduction of a participatory budget in the community will allow residents to effectively influence the allocation of the ATC budget, and local authorities will understand what problems concern the community.


The event was held within the framework of the project “Public Budget – a Dialogue Platform for the Government and the Community”, implemented by the Chernihiv Public Committee for the Protection of Human Rights in cooperation with the All-Ukrainian Coalition for Legal Aid with the support of the National Endowment for Democracy (NED)
