Entrepreneurs of Chernihiv region learn to protect their rights

The problem of protecting business rights at the local level is gaining relevance. This was the topic of a seminar organized by the Chernihiv Public Committee for the Protection of Human Rights for entrepreneurs of the Chernihiv region with the support of the International Renaissance Foundation.

Executive Director of the Chernihiv Public Committee for the Protection of Human Rights (CHPRHR) Viktor Tarasov focused the attention of those present on the legal educational work of the Center for the Legal Protection of Entrepreneurs, which operates on the basis of the CHPRHR, whose tasks are to provide free legal assistance, raise legal awareness and activate small business representatives to protect their own economic and property rights, as well as analyze the effectiveness of existing legal mechanisms for the protection of business rights at the level of the Chernihiv region.

Lawyer of the Chernihiv City Council for the Protection of the Rights of Entrepreneurs Natalia Piddubna highlighted the main problematic aspects of the implementation of the rights of entrepreneurs in Ukraine. After all, despite the constant changes in the legislation regulating the activities of business entities, it must be stated that at the present stage there are a number of legislative problems in the field of entrepreneurship, which cause conflicts and abuse in the practical relations of business entities with regulatory authorities.

At the same time, representatives of government agencies do not see serious problems in the implementation of their rights by business entities today. According to the head of the consumer market and entrepreneurship department of the Chernihiv City Council Yulia Zhuravlyova, in 2012-2013. revenues from the payment of a single tax by entrepreneurs, which, according to the Tax Code, remain in the local budget, increased by 2.5 times. “This indicates the progressiveness of the latest changes in the legislation regulating entrepreneurial activity, and the positive result of cooperation between entrepreneurs and local authorities,” the official notes.

Oleksandr Ruban, Deputy Director for Legal Affairs of the Municipal Enterprise “Parking and Market” of the Chernihiv City Council, analyzed problematic legal issues that arise in the relationship between regulatory authorities, emphasizing that business is a two-way process and it must be conducted correctly and within the legal framework by all participants.

The event was held with the support of the “Rule of Law” Program within the framework of the implementation of the project “Monitoring the observance of entrepreneurial rights in the Chernihiv region and the impact on the situation of regulatory and law enforcement authorities”.

The purpose of the Rule of Law program is to support civil society initiatives aimed at protecting human rights and fundamental freedoms, and to promote legal awareness and civic activism at the central and local levels.
