Public assessment of the quality of work of the Kyiv Appeal Administrative Court – research results

On April 28, 2016, a presentation of an analytical report prepared based on the results of monitoring the accessibility and quality of the functioning of the judiciary, which was conducted in November-December 2015 at the Kyiv Appeal Administrative Court, took place.

The roundtable was attended by the leadership and judges of the Kyiv Appeal Administrative Court, representatives of the court administration, the legal and human rights community, the USAID Fair Justice Project, and the media.

The survey was conducted by the Chernihiv Public Committee for the Protection of Human Rights within the framework of the project “Public Survey of Citizen Satisfaction with the Quality of the Courts of Chernihiv Oblast and the Kyiv Appeal Administrative Court Using the Methodology of Citizen Reporting Cards (CRC)”, which was implemented with the support of the United States Agency for International Development (USAID) within the framework of the project “Fair Justice”. In total, 150 visitors to the Kyiv Appeal Administrative Court were surveyed using the methodology of citizen reporting cards.

. – During November-December 2015, court visitors had the opportunity to evaluate its activities according to the following parameters: accessibility of the court, convenience and comfort of being in court, accessibility, completeness and clarity of court information, quality of work of court staff, compliance with court deadlines, quality of work of judges, quality of writing and substantiation of court decisions, and also to provide their recommendations for improving the specified parameters.

, in general, on a 5-point scale, visitors rated the work of the court quite highly. In particular, about 70% of respondents assessed the quality of work of this court, giving it a score of 4 and 5 points. More than 90% of respondents defined their impression of the visit to the court as meeting their expectations or better than they expected.

More than half of the visitors noted that the quality of the court’s work, compared to a visit to it one or two years ago, remained unchanged, and a tenth of the respondents believe that the quality of the court’s work has improved significantly, a little more than 20% of court visitors noted a slight improvement in the quality of work.

According to the organizers of the study, the need to conduct such a survey arose because Ukrainians often form their point of view regarding judges and courts in absentia, which is why the results of the survey of real court visitors are important. However, in any case, this is an assessment of the administration of the court and its work, that is, respondents in the questionnaires did not give their assessments directly regarding the decisions of judges.

. – Even before this event, we had already implemented a certain list of recommendations from citizens, in particular, we installed ramps and arranged a parking space for people with special needs, improved lighting, and also began studying sign language so that each of our visitors felt comfortable and was confident in the quality of the services provided.”
