FORCED EVICTION


Representatives of the Chernihiv Public Committee for the Protection of Human Rights were somewhat ahead of the bailiffs and managed to talk to the owners of the house, Tsarenko Lyudmila Mykhailivna and Glotko Volodymyr Mykolayovych, who told us very interesting facts. The house in question was inherited by a deceased relative of the residents. The inheritance was certified and formalized in accordance with the norms of current legislation. But 2 years after his death, the testator was posthumously recognized as mentally ill(!!!), a fact about which falsified certificates were later created. It is necessary to note the diligent work of the interested parties, who were able to make a person, after death, after so many years, mentally retarded, who had no mental problems during his life. Ms. Tsarenko Lyudmila Mykhailivna, who is the daughter of an elderly woman, told us that during the last visit of the bailiffs, their dog was killed, and the owners’ chickens and rabbits disappeared from the yard. Having filed a complaint about the criminal actions of the officials to the prosecutor’s office, the owners have not received any response to this day.

While we were talking peacefully, bailiffs had already arrived at the specified address. At the same time, 16(!) people entered the yard, of which 3 were police representatives and 3 were “Berkut”. Following the line, an unknown man with glasses also entered the yard, who introduced himself as a representative of the plaintiff – an individual, whose power of attorney indicated that he was indeed a representative of the interests of Stepaniuk Lyudmila Pavlovna, who is the wife of Stepaniuk, a doctor at the Cardio-Dispensary. The same doctor who, in turn, was at the Supreme Court regarding the decision to recognize the testator as mentally ill.

The first dialogues between civil servants and the owners of the house began, and the first attacks on the press – more precisely on us. While we were arguing, the ambulance doctors and several executors of the court decision entered the room of the sick grandmother. At first, the impudent guys were treated with distrust, but later it became clear that they were just puppets in the hands of higher authorities, carrying out orders. And certainly serious orders, if people did not care whether they were alive or dead, they would take citizen Tsarenko out of the house, who suffers from Parkinson’s disease and also has a hip injury. After some hesitation, the aforementioned representative of the plaintiff made an unsuccessful attempt to break down the front door himself.

After some time, a well-known local businessman, Alexander Nikolaevich Gubarev, broke into the house. Without explaining anything to anyone, he immediately gave the order: “Bring the Berkut here, let them start knocking down the door.” After that, the door behind which the weak grandmother was resting began to be stormed. On the orders of the same Gubarev, the executioners and the paramedic entered the room and began to collect the woman for transportation to her granddaughter’s apartment, which is another violation of the law, since the girl did not provide official documentary confirmation of moving into her home, which is required by law. But the attempt to take the woman out was unsuccessful due to her critical health condition. Maybe conscience woke up, or, rather, the fear of responsibility got in the way of the guys from the civil service. And again everyone went out into the yard. Only the “hero” of the day – Mr. Gubarev – returned to the house. With an unhappy expression on his face, he told us a “sad” story about how the house was promised to him by the repeatedly mentioned Mr. Stepaniuk, and how he wanted to buy this house, because it is located in such a wonderful area of the city.
Indeed. The house is located two steps from Yalivshchyna, not far from the land that is a reserve, and which was so kindly provided for construction by the Chernihiv city authorities. It is there, on the territory of the old pioneer camp, that the fabulous houses of the Chernihiv rich now adorn themselves. As the representative of the ChGKZPL, Oleksandr Mykolayovych, explained, this is just business and nothing personal. And when asked by the relatives of the elderly woman “what if she dies on the way?”, the businessman calmly replied – “we will bury her” and went out into the yard.
By two o’clock in the afternoon, everyone present, regardless of which side they were on, was exhausted, both physically and emotionally. In the corner, the ambulance doctor was trying to hide her tears… The bailiffs and law enforcement officials were already sighing sadly and indifferently. They cannot be condemned – someone has to do the dirty work. The only person who could not come to terms with the circumstances was the same Mr. Gubarev. Actually, we must give him credit, he behaved very calmly and confidently.
But it seemed to the author of these lines that the impudent smile, tactful and tolerant behavior are only a thin shell that hides the insecurity and callousness of a person.

I can’t resist saying a few words about the “hero”. Oleksandr Gubarev is the owner of a large motor transport company “ALVA”. In 1998, he ran for the position of head of the Chernihiv City Council. But soon the persecution of the innocent Gubarev by everyone imaginable began: law enforcement agencies, tax inspectorate, local crime, etc. In an interview with the media that caught my eye, Mr. Oleksandr tells a tearful story about the unfair and falsified (?) criminal case against him, about the cruel treatment and torture by law enforcement agencies, about the torment and suffering that he, dear, and his wife experienced. So, it seems even more incredible that a person who himself experienced the blows of fate now so easily crosses human lives over a piece of land!!! Could the last conscience (if there was one) have been knocked out by the investigation officers in those difficult times for Gubarev?
During the “storm”, which lasted from 10 am to 2 pm, various high-ranking officials arrived at the scene one by one: the deputy head of the Chernihiv region’s Department of Internal Affairs, Lieutenant Colonel of the militia Mykhailo Tovkalo, the deputy head of the city militia department for public safety, Lieutenant Colonel Oleksandr Popsuy, the chief doctor of the city ambulance station Borys Yanovsky.
Now, reading this true story, you sigh heavily and shake your head. While someone is already looking at your home, which is so beautifully located in the city center, or in a picturesque corner, or you have a beautiful garden, or maybe a wonderful pond nearby. Or maybe someone’s brother or friend lives nearby – and how nice it is to live not far from relatives. And you, you are just a simple, honest person who, unfortunately (or fortunately?), does not have a million in his pocket and therefore arguing with your self-proclaimed gods is not even nice, and then you will be made guilty. Or they will call you a psycho….
