Every community where there are cases of violence should have a specialized support service – the decision of the participants of the specialized Interdepartmental Council

Currently, there are 53 such services in the region – but only in 42 territorial communities.  

In particular, we are talking about three day centers for socio-psychological assistance, six specialized services for primary socio-psychological counseling of individuals and 44 mobile teams.  

According to Andriy Shemets, director of the Department of Family, Youth and Sports of the Regional State Administration, the most active in developing a network of specialized services are Novgorod-Siverskyi and Pryluky districts. There, support for persons affected by violence is provided in all communities without exception.

In the other three districts, the situation has remained almost unchanged since the end of last year – residents of communities affected by violence do not receive the necessary assistance due to the lack of specialized specialized services.  

“This issue cannot be delayed. The community leadership had enough time to create the necessary services. Preparing a corresponding order from the head of the OVA will accelerate the resolution of this problem,” emphasized Ivan Vashchenko, Deputy Head of the Regional State Administration, Head of the Interdepartmental Council.  

Andriy Shemets also added that the Department’s specialists will organize visits to the tergomada to assess both the needs for creating specialized services and the current status of the activities of existing ones.  

Another issue discussed at the meeting was the implementation of the regional Action Plan for the implementation of UN Security Council Resolution 1325 “Women, Peace and Security” by 2025.  

This plan has become a key tool for ensuring equal rights and opportunities, strengthening the security of women and girls, as well as for strengthening their participation in peacebuilding and decision-making processes.  

Ruslana Nagorna, Head of the Department for Family and Gender Policy of the Department of Family, Youth and Sports of the Regional State Administration, emphasized that an important role in the implementation of the Plan is played by the regional Coalition “Chernihiv Region 1325”, which unites active representatives of civil society, executive authorities and local self-government.  

Among the achievements made within the framework of the implementation of the Action Plan are the creation of self-help groups and hubs to support women affected by the war; five memorandums of cooperation between local governments and NGOs dealing with gender equality issues have been signed; active participation of women in volunteer activities; creation of 11 women’s spaces, etc.  

The plans include the development of a new regional Action Plan taking into account new challenges and recommendations from the participants of the Interdepartmental Council.
