Chernihiv Regional State Administration will demand from design institutes to declassify the general plans of the region’s cities

This was reported by the Department of Urban Planning and Architecture of the Chernihiv Regional State Administration in response to an appeal by the Chernihiv Public Committee for the Protection of Human Rights. The reason for the appeal of human rights activists to the regional authorities was the fact that residents of the Chernihiv region are illegally deprived of access to the general plans of their cities.

According to the leadership of the regional Department of Urban Planning and Architecture, the stamps restricting access to the general plans of cities were issued by specialized institutes-developers, therefore, it is these organizations that should remove the corresponding stamps. In order to solve the problem, the Department is preparing requests to design institutes with a request to review the stamps “For official use” on the general plans of Chernihiv cities.

“I am sure that the design institutes should quickly review the restrictions on access to general plans. Now there are no legislative obstacles to this. Therefore, I believe that the illegal arbitrariness of hiding general plans from the residents of Chernihiv region will end in the coming months”

We remind you that from July 2012 to March 2013, the Chernihiv Public Committee for the Protection of Human Rights together with the East Ukrainian Center for Public Initiatives studied the accessibility of urban planning documentation for citizens. In Chernihiv region, the study covered all 16 cities of the region. The results of the monitoring can be found on the website http://cityplan.in.ua/cities. On September 16, 2013, the Ministry of Regional Development, Construction and Housing and Utilities stamped “For official use” on large-scale maps and city plans.
