A number of violations of the rights of detainees were identified in the ITT of the Chernihiv Police Department

Employees of the Department for the Implementation of the National Preventive Mechanism of the Secretariat of the Commissioner, together with public monitors Iryna Maksimova and Anzhela Moiseenko, conducted a monitoring visit to the temporary detention center of the Chernihiv police department of the Main Directorate of the National Police in the Chernihiv region.

During the visit, the monitoring group noted the proper performance of their duties by the leadership of the Chernihiv Police Department and its personnel, their sufficient level of knowledge of the joint orders of the Ministry of Health of Ukraine and the Ministry of Internal Affairs of Ukraine on the procedure for providing necessary assistance to HIV-infected people receiving antiretroviral therapy and drug addicts participating in the substitution maintenance therapy program, as well as the proper provision of medical equipment and medical supplies for providing home medical and primary care.

Despite the fact that the minimum area of ​​the cells has been brought into line with international standards, a number of other violations were identified during the visit, in particular, some cells have insufficient lighting, there is no hot water supply system, sanitary facilities are not equipped with semi-automatic flush valves, and the cells are not equipped with radio speakers with a connection to the radio broadcasting network.

The members of the monitoring group noted that the building of the temporary detention center was built in the middle of the last century, which actually makes it impossible to fully comply with the requirements of national and international standards for conditions of detention in special institutions of the Ministry of Internal Affairs of Ukraine regarding the proper arrangement of cells and office premises without additional funding.

All recorded violations were brought to the attention of the leadership of the Main Directorate of the National Police in Chernihiv region.

Based on the results of the visit, relevant recommendations for eliminating the identified shortcomings will be sent to the National Police of Ukraine and the Prosecutor General’s Office of Ukraine for appropriate response.
