A regional platform “Security Dialogue” was initiated in Chernihiv

The possibility of launching an initiative to create a regional platform “Security Dialogue” was discussed today, December 8, 2022, during a roundtable on the topic: “Effective cooperation between civil society and security services in Ukraine”.
The event was attended by representatives of the Department of Preventive Activities of the Main Police Department in Chernihiv region, the Department of Patrol Police in Chernihiv region, the Department of the Security Service of Ukraine in Chernihiv region, the 105th Border Guard Detachment named after Prince Volodymyr the Great, representatives of the Commissioner for Human Rights in Chernihiv region and the Regional Center for Free Legal Aid, as well as representatives of the public.
In general, the idea of creating such platforms is democratic civilian control over security structures, since the NSDC decision on the need to develop forms of democratic control is still in effect, including to ensure the safety of security personnel and respect for human rights.
During the round table, a representative of the Expert Center for Human Rights
Serhiy Ilyuk
presented cases and experience in implementing the initiative in Ukraine in 8 regions, tools for preparing information materials on the topic of democratic control, situational exercises for considering security problems in the Ukrainian and European context. In addition to practical experience,
Serhiy Ilyuk
also emphasized the issues of control mechanisms, communication, and consideration of appeals and applications.
“Security Dialogue” is an initiative to develop interaction between representatives of law enforcement agencies, specialized public organizations, and local governments to jointly address current security issues.
The activity is carried out within the framework of the project “Expanding Public Control over the Activities of Security Agencies in Chernihiv Oblast” with the support of Freedom House Ukraine.
