Chernihiv police officers are strengthening their ability to address security issues in local communities

On June 16, 2021, a training was held for police officers of the Chernihiv region on combating domestic violence and working with individuals/families in difficult life circumstances (DVC) in communities.

The participants of the event were district inspectors, representatives of mobile groups for combating domestic violence and juvenile prevention of the Main Department of National Police in the Chernihiv region.

The trainer of the event was

– a national expert, trainer on preventing and combating domestic violence and human trafficking.

The training was opened by a representative of the Chernihiv Public Committee for the Protection of Human Rights

. According to her, after the introduction of quarantine, in 2020 the hotline “102” received more than 101 thousand calls about domestic violence, which is 40% more than in the same period last year. Therefore, the National Police is a key body that works directly with victims of domestic violence and other persons with domestic violence at the local level.

The participants had the opportunity to update their knowledge about the characteristic features of domestic violence, namely: systematicity of actions, infliction of harm, commission by persons who share a common life, rights and obligations, as well as place of residence. A separate block discussed the legislation of Ukraine on the prevention and counteraction to domestic violence, in particular, special measures that can be applied to the perpetrator and the procedure for their application.

While working in groups, the police officers discussed problematic issues that arise in their daily work on countering domestic violence. Such issues were drawing up administrative protocols, implementing prevention with perpetrators, failure of perpetrators to appear in court, and the legality of preventing perpetrators from entering the premises (apartment/house) if they are their owners.

The trainer separately drew the attention of the police officers to their profile orders on preventing and countering domestic violence.

“Despite the adopted resolution of the Cabinet of Ministers on the interaction of subjects in combating domestic violence, unfortunately, in many communities such interaction and cooperation are absent. Each ATC should have an authorized unit/department responsible for combating and preventing domestic violence and conducting appropriate programs for perpetrators,” emphasized
