Deputies of the Kyptivska United Territorial Community of the Kozeletsk District adopted the Program for Providing Free Legal Aid to the Community Population for 2016-2018

On June 15, 2016, in order to ensure access to free legal aid to citizens living in rural areas of the Kozeletsk district, the director of the Chernihiv local center for the provision of free secondary legal aid, Volodymyr Bobruyko, took part in the seventh meeting of the session of deputies of the seventh convocation of the Kyptivska united territorial community, which was held under the chairmanship of Volodymyr Kuchma.

On June 15, 2016, in order to ensure access to free legal aid to citizens living in rural areas of the Kozeletsk district, the director of the Chernihiv Local Center for the Provision of Free Secondary Legal Aid, Volodymyr Bobruyko, took part in the seventh meeting of the session of deputies of the seventh convocation of the Kyptivska United Territorial Community, which was held under the chairmanship of Volodymyr Kuchma.

The Chernihiv Local Center for the Provision of Free Secondary Legal Aid submitted a draft Program for the Provision of Free Legal Aid to the Population of the Kyptivska United Territorial Community for 2016-2018 for consideration by the deputies.

The Kyptivska United Territorial Community falls under the jurisdiction of the Chernihiv Local Center for the Provision of Free Secondary Legal Aid, and includes 6 settlements: the village of Kyptivska, the village of Vovchok, Novy Shlyakh village, Olbyn village, Pidlisne village and Progres village, where more than 3,800 people live.

The deputies were briefed on the main objectives of the Program:

– simplifying and expanding access to free legal aid for socially vulnerable groups of the population;

– conducting an information and awareness-raising campaign among subjects of the right to free legal aid, lawyers, local governments and public organizations regarding state policy in the field of providing free legal aid;

– improving the skills of representatives of local governments and other providers of free legal aid.

Also, Volodymyr Bobruyko emphasized that the adoption and financing of the Program will help resolve the issue of ensuring equal opportunities for access to free legal aid for residents of remote settlements, improving the legal awareness of community residents, and increasing their level of trust in local government bodies.

After receiving comprehensive answers to their questions and discussing the main provisions, the deputies present at the session unanimously voted for the adoption and financing of the Program for Providing Free Legal Aid to the Population of the Kyptivska United Territorial Community for 2016-2018.

The amounts of funds that will be allocated within the framework of financing the Program are: for 2016 – 3750.00 UAH., for 2017 – 2700.00 UAH. and for 2018 – 2700.00 UAH.

In order to implement the Program, employees of the Chernihiv Local Center for the Provision of Legal Aid will organize and conduct information and explanatory events for low-income individuals, disabled people, war veterans, combatants (including ATO), orphans, children deprived of parental care, as well as for other persons interested in respecting the rights and interests of these categories of the population, organize communication events with legal aid providers (working meetings, round tables, joint meetings, meetings of working/expert groups, etc.). Also, stands with information about free legal aid will be placed in the premises of partner institutions and other organizations, the services of which are used by a significant number of the population of this territorial community.


The development and adoption of the Program took place with the assistance of the Chernihiv Public Committee for the Protection of Human Rights within the framework of the project “Integration of primary and secondary free legal aid at the level of territorial communities of Chernihiv region”.
