During a visit to the Chernihiv detention center, monitors received complaints about poor conditions of detention and unsatisfactory medical care.

Employees of the Secretariat of the VRU Commissioner for Human Rights, the regional coordinator of interaction with the public of the Commissioner in Chernihiv region, together with public monitors Maksym Anishchenko, Maryana Hevko, Oleksandr Komlev and Vira Yakovenko, conducted a monitoring visit to the Chernihiv pre-trial detention center.
Among the shortcomings identified by the monitors in the Chernihiv pre-trial detention center are the inconsistency of detention conditions with national and European standards: suffocating cells, terrible plumbing, lack of forced flushing, etc.
In addition, solitary confinement of a minor in a cell was discovered, which is not provided for by the current penal legislation. According to the European Prison Rules, “solitary confinement may be used only in exceptional cases and for a specifically defined period, which must be as short as possible.”
During communication with persons held in the pre-trial detention center, the monitors received complaints about poor conditions of detention and unsatisfactory medical care.
The monitors also drew attention to the fact that many premises are undergoing current repairs, the cells for minors and women, and utility buildings are in good condition. The premises are warm, and no complaints were received about the actions of the administration.
Based on the results of the monitoring visit to the specified institution, a corresponding report will be sent to the Ministry of Justice of Ukraine, indicating the violations identified and providing practical recommendations for their elimination.
