EVHEN ZAKHAROV IN CHERNIGIV

Representatives of the public should influence decision-making by local self-government bodies. This was stated by the Head of the Regional Council Nataliya Romanova during a meeting of the Chernihiv Press Club of Reforms. She reported that the council is currently developing a structure for the creation of a public council that will monitor the regional council’s decision-making. “I want the third sector, that is, the community, to be involved in decision-making through representatives of public organizations,” the Head of the Regional Council emphasized. In her opinion, Ukrainian society is already ready for such a step.
According to Oleksandr Lomako, after the large-scale and unprecedented public lobbying campaign “Zakharov – for Ombudsman!”, public human rights organizations are not going to calm down. Regardless of who the deputies of the Verkhovna Rada will elect in the coming days – Yevgeny Zakharov or Nina Karpachova – public control and monitoring of the activities of the Ombudsman institution is the key to its effective work. That is why public activists have developed a concept that will not allow the Ombudsman to work in a non-public and ineffective manner.
Serhiy Burov spoke about the state of human rights observance in the Chernihiv region. According to him, according to the monitoring conducted by the organization “M’ART”, human rights are most violated due to non-execution of court decisions.
A representative of the
Chernihiv Public Committee for the Protection of Human Rights, who was present at the event, added that citizens complain most about violations of their social and property rights. He also noted that there are no special changes for the better in the practical activities of law enforcement agencies and the judicial system. Violations of the rights of detained and convicted citizens, cases of torture, delays in the judicial procedure, and corruption still occur.
Yevhen Zakharov said that the Commissioner for Human Rights of the Verkhovna Rada of Ukraine is a senior independent public official whose activities are aimed at promoting and protecting human rights and fundamental freedoms. If he is elected to this position by the people’s deputies, he plans to create an institute of regional Commissioners for Human Rights, establish very close cooperation with non-governmental public and human rights organizations, and also introduce commissioners for children’s rights, minority rights, and access to information and personal data protection. Mr. Zakharov emphasized the great importance of legal education of the population.
