A training for representatives of local communities of the region on the topic “Mechanisms for increasing the efficiency of land resource management in territorial communities” was held in Chernihiv.

The event was organized by the Chernihiv Public Committee for the Protection of Human Rights together with the Chernihiv Regional Branch of the Association of Ukrainian Cities.

During the opening speech, the head of programs of the Chernihiv Public Committee for the Protection of Human Rights

Natalia Kulikova

noted that conducting such trainings and other educational events contributes to strengthening the legal capabilities of representatives of territorial communities. Thus, within the framework of the project “Development of the Legal Capacity of Communities of Chernihiv Region” a number of field educational and consultation events have already been carried out together with representatives Regional Center for Providing Free Secondary Legal Aid and the Main Directorate of the State Geocadastre in Chernihiv Region.

An important part of the training was a discussion of the problems of unregulated land and property relations in local communities, as well as problematic aspects of implementing land decentralization in the region and providing land plots to ATO participants.

In particular, the trainer of the event, Head of the Department of Land Management and Land Protection of the Main Directorate of the State Geocadastre in Chernihiv Region

Igor Puzan

highlighted the current issue of transferring state-owned land plots to communal ownership of united territorial communities (UTCs), and also presented the legislative framework of lease relations and problematic issues that territorial communities are currently facing in this area.

The training participants also considered the issue of exercising the rights to obtain a land plot for ATO participants. In particular, it was emphasized that not all districts of the region have free land plots, and those that do exist do not always suit the ATO participants.

The event was organized by the Chernihiv Public Committee for the Protection of Human Rights in cooperation with the Chernihiv Regional Branch of the Association of Ukrainian Cities and the Legal Development Network within the framework of the project “Development of the Legal Capacity of Communities of the Chernihiv Region” with the support of the International Renaissance Foundation.
