How to interact in cases of domestic violence was taught in Chernihiv

Trainings were held in Chernihiv for representatives of various entities on improving interdepartmental interaction of entities in cases of domestic violence.

In 2020, the hotline “102” in Ukraine received more than 101 thousand calls regarding domestic violence, which is 40% more than in the same period last year. One of the reasons, as experts say, for such a rapid growth in cases of domestic violence was the introduction of quarantine in Ukraine. And these are only those cases that were recorded by law enforcement agencies, but people also turn to other institutions for help, and not all cases reach the point of filing a police report.

The mechanism of interaction of these subjects is determined by the Procedure for interaction of subjects implementing measures in the field of prevention and counteraction to domestic violence and gender-based violence. The main goal of this interaction is the effective implementation of the rights of a person affected by domestic violence.

Today, the legislation clearly defines the subjects implementing measures in the field of prevention and counteraction to domestic violence, but despite this, there are no fewer problems with domestic violence in Chernihiv region.

That is why, in order to acquire practical skills and additional knowledge in the field of counteraction to domestic violence, trainings were held in Chernihiv for representatives of various subjects on improving interdepartmental interaction of subjects in cases of domestic violence.

The trainer of the event was

Viktor Valchuk

– a national expert/trainer on preventing and combating domestic and gender-based violence.

A series of trainings was held for local community social workers, police officers, activists and lawyers to develop their capacity and awareness in the field of combating domestic violence and working with persons in the SVO.

During the trainings, the participants were able to learn more about the characteristic features of domestic violence, such as: systematicity of actions, infliction of harm, commission by persons who share a common life, rights and obligations, as well as place of residence. A separate block discussed the legislation of Ukraine on preventing and combating domestic violence, in particular, special measures that can be applied to the perpetrator and the procedure for their application.

The liability provided for the commission of domestic violence was considered. At the moment, the legislation of Ukraine provides for administrative and criminal liability for the commission of domestic violence, as well as separately for evading the program for perpetrators.

In addition, practical tasks based on real cases were worked out. The purpose of this task was to develop practical skills in identifying cases of domestic violence and develop an algorithm of actions aimed at providing comprehensive assistance to a person affected by domestic violence, including involving other structures.

The events were organized by the Chernihiv Public Committee for the Protection of Human Rights within the framework of the project “Safe and Legally Capable Communities of Chernihiv Region” with the support of the International Renaissance Foundation.
