Lawyers of Chernihiv region discussed the prospects for the development of the legal profession in Ukraine

On August 12, a round table “Current State and Prospects for the Development of Legislation on the Bar and Advocacy” was held in Chernihiv.
The event was attended by lawyers and members of the Bar Council of Chernihiv Oblast, representatives of free legal aid centers and the Chernihiv Court of Appeal. The participants had the opportunity to express their own vision of the state of the legislation on the bar and concerns about attempts to narrow the rights of lawyers.
According to the representative of the Bar Council of Chernihiv Oblast
Oleksandr Danych
, the main violation of the rights of lawyers is the failure to provide answers to lawyers’ inquiries. The issue of bringing lawyers to disciplinary responsibility was raised.
“The standards of quality of lawyers’ work, which have been in effect since 2014, allow us to assess the quality, completeness and timeliness of the provision of free legal aid by lawyers,” said
Iryna Protchenko
, director of the Regional Center for Free Legal Aid in Chernihiv Oblast.
According to
Lyubov Kharechko
, judge of the Chernihiv Court of Appeal, one of the problems of non-compliance with the deadlines for the disposal of cases is the failure of lawyers to appear and not to notify the reasons for their absence, and the failure to coordinate the schedules of judges and lawyers for the subsequent postponement of court hearings.
Nevertheless, the need to improve the legislation on the bar and advocacy was discussed, regarding the guarantees of advocacy and the disciplinary liability of the advocate, advocate self-government and the relationship between the state system of free legal aid and the bar.
Upon completion of the discussion, all participants emphasized the importance of holding such events in order to establish cooperation between all stakeholders and jointly resolve urgent issues.
The event was held within the framework of the project “ACTIVE ADVOCATE – THE MAINSTAY OF QUALITY LEGAL DEFENSE”.
The project is financed by the funds of the Development Cooperation and Democracy Promotion Programme of the Ministry of Foreign Affairs of the Republic of Lithuania
