MOBILE HUMAN RIGHTS GROUPS

5 public order protection points in Chernihiv were visited. All the remarks that were revealed during these inspections were set out by the Assistant Minister in a letter to the Head of the Chernihiv MV of the Ministry of Internal Affairs of Ukraine in Chernihiv region for response. The response of the Head of the Chernihiv MV Parfentiev V.M. regarding measures to eliminate the identified shortcomings has been received.
In fact, since the beginning of 2009, members of the mobile groups and the Assistant Minister have visited all ITTs that currently operate in Chernihiv region several times.
Number of trips made by members of the Public Council under the Department of Internal Affairs of the Chernihiv region as part of mobile groups in 2009:
Tarasov V.V. – 10 trips,
Petrova T.I. – 7 trips,
Trofimov O.G. – 4 trips
Ediev T.A. – 3 trips;
Badyra V.A. – 2 trips.
Vodolagin S.M., Burov S.Yu. and Lomako O.A. did not make any trips as part of the mobile group in 2009.

Members of the mobile groups note that although the material condition and conditions of the ITT do not yet meet European norms and standards, they have improved significantly over the past two years, and certain positive changes have occurred in the ITT of the region. Thus, repairs have been made in the ITT of the Ripkinsky rural municipality, the Pryluky municipal district, and the Gorodnyansky rural municipality, as a result of which the lighting of the cells has significantly improved, the sewage network in the ITT of the Bobrovytsky rural municipality has been repaired, the condition of bed linen has improved, and the provision of towels and detergents has improved.
In connection with bringing the conditions of detention of the special contingent in the cells of special institutions into line with the established norms at the rate of 4 sq.m. per person, the filling limit in 13 temporary detention centers has been reduced.
However, despite some improvement in the material condition and conditions of detention, there are still enough shortcomings in the ITT region that need to be worked on. Members of the mobile group note that during the inspection of the ITT of the Novgorod-Siverskyi Regional Administrative District, a number of significant shortcomings were identified, which were indicated in the report and brought to the attention of the regional department and the Ministry of Internal Affairs in the Chernihiv region. The ITT of the Nizhynskyi Regional Administrative District does not have separate bathrooms. In a number of ITTs, there are issues with replenishing first-aid kits, providing detainees with means to maintain cleanliness in cells, hygiene products, and bed linen needs to be replaced.
For example, on November 25, 2009, during a visit by a mobile group of the ITT of Koryukivskyi Autonomous Okrug and Mensky Autonomous Okrug, the following shortcomings were identified. Thus, in the ITT of Koryukivskyi Autonomous Okrug:

detainees complained about poor nutrition;

1,2,3 cells need repair;
–
in the 3rd cell, the taps have not been repaired;
–
the condition of bed linen is unsatisfactory, there are not enough towels and detergents;
–
The “helpline” was not working during the visit by the mobile group.
In the ITT of the Mensky Regional Administrative District:
–
not enough towels, detergents;

After the visit by the mobile group to these ITTs, the Assistant Minister prepared a report addressed to the head of the UMVD with a request to take measures to eliminate the identified shortcomings.
A major problem remains the bringing of rooms for detainees into line with international standards.
For each fact of identified deficiencies after the visits of mobile groups, deadlines are set for eliminating the identified deficiencies, official inspections are carried out, and the guilty employees are brought to disciplinary responsibility.
During all visits in 2009, members of mobile groups had the opportunity to communicate with all detainees in the inspected ITTs. No complaints were received this year about the use of illegal methods of interrogation, unauthorized actions (night interrogations, beatings).
In 2009, the ITT of the region transferred with the support of charitable and public organizations of the region: detergents – soap, washing powder, etc.; stationery (paper, 1000 pcs. pens), more than 100 kg of bed linen.
