Prospects for implementing public budgets in united territorial communities discussed in Sumy region

An outing event was held in the village of Shalyhine, Glukhiv district, Sumy region, which was attended by representatives of the AH and individual settlements of Bilopol, Lypovodolyn, Nedryhayliv, Lebedyn, Yampil, Shostka, Konotop, Romen, Velykypysariv, Glukhiv districts of Sumy region.
Dmytro Lukin, an expert on local economic development, head of the NGO “Center for Scientific Research, Mobility and Growth”, candidate of economic sciences, associate professor, member of the Public Council under the Ministry of Regional Development, Construction and Housing and Communal Services of Ukraine, member of the Ukrainian Association of Evaluation, was involved in the discussion of the topic “Fundamentals of the implementation of public (participatory) budgeting in united territorial communities (UTCs) of Sumy region”.
The participants of the round table learned about the idea of the emergence of participatory budgeting and its spread in the world. They compared the global and unique experience of Ukrainian cities, each of which changes the idea of public budgeting in accordance with its own realities and capabilities. Questions arose among the participants of the event during the discussion of the main components of the process of preparing, submitting and evaluating projects, as well as the nuances of the voting processes.
The head of the AH, Yuriy Matvienko, told those present about how the public budget is being implemented in the Shalyginsk community. In his opinion, it is very important to let active community representatives decide for themselves what needs a part of the budget will be spent on, because what is planned and implemented directly by residents of settlements is valued more and stored more carefully.
Everyone undoubtedly agreed that the implementation of the people’s budget has certain advantages for citizens, representatives of local government bodies, and for the community as a whole. Assistance in organizing the event was provided by the Shalyginsk AH and the Office of Reforms in the Sumy Regional Administrative District of the Autonomous Republic of Crimea.
