Prospects for rural development and the formation of the land market in new political conditions

On March 28, 2014, in the meeting room of the Department of Agro-Industrial Development of the Chernihiv Regional State Administration, a legal educational event on the topic “Land Reform in Ukraine in the Context of the Development of the Agrarian Economy and Rural Communities” was held, organized by the Chernihiv Public Committee for the Protection of Human Rights and the Institute for the Development of Agrarian Markets with the support of the International Renaissance Foundation.
The event brought together experts in the field of land relations, representatives of state bodies directly responsible for the development of agriculture, heads of agricultural enterprises and farms of the Chernihiv region.
During the meeting, the participants discussed the issues of the development of the agrarian sector, rural areas and land relations in the region, requirements for the regulatory and legal framework of land reform in the state in the new political conditions.
A lively discussion among the participants of the event was caused by the topic of preventing corruption risks in the regulation of land relations and the problems of developing various forms of ownership and increasing their economic efficiency. In particular, the participants of the event made a number of proposals regarding the problematic provisions of the draft Laws of Ukraine “On the Land Market” and “On the Circulation of Agricultural Land”.
Experts from the Institute for the Development of Agrarian Markets (Kyiv) presented proposals for the implementation of innovative mechanisms for lending to agricultural production, which will allow raising funds for the future harvest or as collateral for the harvested harvest.
A separate topic raised during the seminar was the need for farmers to participate in the labor market forecasting system to train industry specialists who would meet the expectations of agricultural producers and the realities of modern production.
