Public Justice Center: supporting and protecting the rights of citizens in the Chernihiv region

Despite the difficult and tense situation caused by the full-scale invasion and humanitarian crisis, the Public Justice Center (PJC) continues to operate, located in Chernihiv, on the basis of the public organization “Chernihiv Public Committee for the Protection of Human Rights” and the PJC branch in Ichnya on the basis of the Ichnya District Court of Chernihiv Oblast.
The enemy’s armed aggression and the introduction of martial law in the country significantly made adjustments to all aspects of public life. State structures faced new challenges that required rapid response, adaptation, and the development of new algorithms to ensure effective activity in these extremely difficult conditions.
Currently, as in other regions of Ukraine, the security situation in Chernihiv region remains tense. Every day, Chernihiv region suffers from constant shelling, hostilities that are being waged in border areas. People here live in constant fear, and some have to leave their homes. Evacuation of the population from dangerous zones and the movement of unaccompanied children create numerous legal challenges: restoring documents, recording property damage, receiving compensation are just some of the problems that local residents have to face.
Communities also need special legal support, as the recovery process requires them to provide social services to war victims and individuals/families who find themselves in difficult living conditions.
That is why the Public Justice Center in Chernihiv and Ichnya is the main platform where representatives of the judiciary, the state system of free legal aid (SLA), executive authorities, local governments and the public combine all their efforts and resources to solve urgent legal problems in the communities of Chernihiv region, especially in the conditions of martial law in the country.
The Public Justice Center provides primary legal aid, legal consultations, secondary legal aid in strategic cases, referral of beneficiaries, mediation, facilitation of processes in communities, legal education, etc.
Within the framework of the activities of the Public Justice Center, special attention is paid to solving problems and challenges that arise in communities. This concerns issues of public safety, juvenile prevention, combating domestic violence, documenting war crimes, restoring infrastructure, as well as obtaining compensation and reparations for property lost or damaged as a result of the war. In particular, the emphasis is on the use of pre-trial and alternative dispute resolution methods and on ensuring the legal needs of war victims and vulnerable groups.
