Representatives of the Ombudsman checked compliance with the rights of conscripts during medical examinations in the Chernihiv region

Regional Coordinator for Public Relations of the Verkhovna Rada of Ukraine Commissioner for Human Rights in Chernihiv Oblast Alla Lepekha, together with the Executive Director of the Chernihiv Public Committee for the Protection of Human Rights Viktor Tarasov, conducted a monitoring visit to the Chernihiv Oblast Military Commissariat on August 11 and 14, 2014.

The participants of the monitoring visit met with the leadership of the Chernihiv Oblast Military Commissariat, familiarized themselves with the documents and materials regulating mobilization and the conditions for conducting medical examinations.

As the results of the monitoring visit showed, each conscript is examined by a surgeon, therapist, neuropathologist, psychiatrist, ophthalmologist, otolaryngologist, dentist, dermatologist, and, if medically indicated, by doctors of other specialties.

The participants of the monitoring visit were given the opportunity to talk to the doctors who worked as part of the commission.

Before the examination of conscripts, they undergo an X-ray (fluorography) examination of the chest organs, a general blood test, and a urine test. Persons over 40 years of age are required to undergo an ECG and measurement of intraocular pressure, and a blood test for sugar.

Out of 105 conscripts who arrived at the Chernihiv Regional Military Commissariat from different districts of Chernihiv region and underwent a medical examination on August 14, 2014, 4 persons were granted a deferment from conscription for health reasons for a period of 2 months and sent for additional examination due to stomach ulcer and varicose veins. According to the legislation, a deferment from conscription for health reasons is granted to a conscript for a period of up to 2 months. For medical reasons, it is extended for another period of up to 2 months. The third extension is granted for the same period. After the deferment ends, conscripts are examined to resolve the issue of fitness for military service.

The members of the monitoring group noted that the condition of the premises in which the medical examination was conducted is satisfactory. The moral and psychological situation and patriotic mood among conscripts are high. No complaints were received from conscripts regarding the organization and conduct of medical examinations.

At the same time, during the visit of representatives of the Office of the Commissioner for Human Rights to the 169th training center of the Land Forces of the Armed Forces of Ukraine “Desna” (military unit A0665), which took place on August 4, problematic issues were identified. As a result of communication with servicemen, information was obtained about the formality of medical examinations of mobilized persons, which are conducted in military commissariats, which leads to the fact that persons with diseases that are often dangerous are sent for military service.

Based on the results of monitoring visits, generalized information will be prepared on the state of observance of the rights of mobilized persons, existing problems in legislation and administrative practice.
