Representatives of the Ombudsman revealed violations of patients’ rights at the Chernihiv Psychoneurological Hospital

This conclusion was made by the monitoring group of the Department for the Implementation of the National Preventive Mechanism of the Commissioner’s Secretariat together with the regional coordinator of the Commissioner for Public Relations in Chernihiv region Alla Lepekha and the head of the Chernihiv Public Committee for the Protection of Human Rights Viktor Tarasov, who visited the Chernihiv Regional Psychoneurological Hospital.

The hospital violates patients’ rights to stay in the fresh air during the autumn-winter period, some individuals lack personal hygiene products, and patients have access to mobile phones only during certain hours in the morning.
At the same time, it is worth emphasizing that the administration of the institution is making significant efforts to improve medical care for people with mental disorders. However, insufficient funding for major repairs of the premises of the institution, founded in 1802, in recent years has led to inadequate material and technical support for some departments and overloading of the wards (up to 17 beds in 1 ward), which violates the rights of patients to an adequate standard of living and social protection (Article 28 of the UN Convention on the Rights of Persons with Disabilities).
In 2003, a project for landscape improvement of the territory was developed with the aim of introducing landscape therapy into the treatment of patients. Every year, an exhibition of flowers and folk crafts is held on the territory of the hospital. A hospital church in the name of the icon of the Mother of God “Joy of All Who Sorrow” has been opened in the hospital, a palliative care department has been created in the Center for Providing Care to Elderly Patients, 5 departments in the Center for Inpatient Rehabilitation (medical and social).
In order to ensure the rights of patients of the Chernihiv Regional Psychoneurological Hospital, letters have been sent to the Ministry of Health of Ukraine and the leadership of the Chernihiv region.
