Residents of Chernihiv region will be asked whether they trust judges

During December 2015, all courts of the Chernihiv region are conducting a survey of visitors regarding their satisfaction with the work of the courts using special anonymous questionnaires.
The Chernihiv Public Committee for the Protection of Human Rights has launched the project “Public Survey of Citizen Satisfaction with the Quality of the Functioning of the Courts of the Chernihiv Region and the Kyiv Appeal Administrative Court Using the Methodology of Citizen Report Cards” with the support
of the American people, provided through the United States Agency for International Development (USAID) within the framework of the Fair Justice Project.
To study the level of public trust in the courts in all 26 courts of general, commercial and administrative jurisdiction of the Chernihiv region (except for the Court of Appeal of the Chernihiv region, in which a similar study was already conducted in 2014), as well as in the Kyiv Court of Appeal, volunteers offer court visitors to fill out an anonymous questionnaire with several blocks of questions.
During November 18-19, 2015, representatives of interviewer teams from the Chernihiv region and the city of Kyiv underwent appropriate training and became familiar with the best practices of interaction between courts and the public in Ukraine, practical aspects of monitoring the quality of judicial services to citizens using the methodology of citizen reporting cards, basic dimensions for assessing the quality of court work, and improved their skills in planning work and conducting surveys of court service users.
During the project implementation, information will be collected and analyzed on such parameters as court accessibility, convenience and comfort of being in court, completeness and clarity of information, acceptability of costs associated with applying to court, availability of legal aid if necessary, compliance with court deadlines, perception of the work of court staff, and perception of the work of the judge.
The active phase of the survey of court visitors will be conducted during November-December 2015. At least 2,100 respondents will be interviewed as part of the study. It is expected that conducting such a study of the opinions of citizens who are court visitors and users of court services will contribute to the establishment of proper communication and interaction between courts and the public, as well as improving the work of courts in general.
Based on the results of the survey, specific recommendations will be developed to improve the quality of court services. A report on the results of the study will also be issued and published.
The results of the study will be presented in early 2016.
