RESPECT FOR LANDOWNERS’ RIGHTS

The seminar participants focused a lot of attention on the place and role of public relations in the activities of local self-government bodies at the basic level, in particular village councils. Moreover, it was separately emphasized that solving the problem of establishing effective relations between authorities and the population ensures the effectiveness of the actions of the authorities themselves, including in matters of land relations. After all, it is precisely on the impressions of citizens that their readiness to support certain actions of the authorities is often based.
Analyzing the practice of using PR technologies in the daily work of local self-government bodies, the head of the information support and public relations department of the executive apparatus of the Chernihiv regional council, Oleksandr Solomakha, told the seminar participants about the specifics and experience of the department he heads. In particular, he explained how, in the absence of relevant services, local governments should inform citizens about their activities. “Very often, public relations functions are performed directly by the heads of local councils. That is why having PR management skills is extremely important for a modern village head today,” Oleksandr Solomakha emphasized during his speech.
The event was organized by the Chernihiv Public Committee for the Protection of Human Rights within the framework of the project “Observance of the Human Rights of Peasant Landowners and Improving Their Access to Justice in Chernihiv Oblast”, which is implemented with the support of the project “Civil Society Development”, which is implemented by the United Nations Development Program in Ukraine and funded by the Ministry of Foreign Affairs of Denmark during 2009-2012.
