RIGHTS OF REFUGEES AND MIGRANTS


UNHCR Representative Dmytro Plechko emphasized the urgency of the problem of refugees and asylum seekers in the world, spoke about the role of UNHCR in protecting refugees, and discussed the principles of non-refoulement and forced return of asylum seekers.

The culmination of his speech was the viewing of a film about UNHCR’s activities in the world called “Global VIEW 2004”. The Head of the ChGKZHR Natalia Romanova highlighted the topic of monitoring the observance of the human right to asylum in Ukraine and the Chernihiv region, and spoke about the difficulties the Committee faces in its activities within the framework of the practical implementation of the project.



Coordinator of the Vinnytsia Human Rights Group Dmytro Groysman made a report on the rights of migrants detained for violating the legislation of Ukraine, shared his experience of many years of work in this field, and revealed the points regarding the non-deportation of refugees in international law.


The report of the representatives of the border guard service on the interpretation and practical application of the instruction on determining the procedure for actions of officials of the State Border Guard Service of Ukraine during the deportation of foreigners and stateless persons outside Ukraine was very significant.



The second half of the seminar consisted of a discussion by representatives of law enforcement agencies on the topic of cooperation and mutual assistance between passport, border, migration services and non-governmental organizations regarding the problem of illegal migration and ways to solve it.


The next day was devoted to the problems and shortcomings of the practical application of legislation regulating the status of foreigners, in particular, the discussion of the draft Law of Ukraine “On the Status of Foreigners” became very relevant, with a report on which the representative of the Ministry of Justice Oleh Ryabytskyi made a presentation.
