Territorial communities of Chernihiv region will promote the implementation of landowners’ rights

On October 24, 2017, a training session “Land Resources Management in Decentralization” was held in Chernihiv for representatives of territorial communities of Chernihiv region to develop their capacity and awareness of solving local problems in the field of land relations through legal means and managing citizens on land issues in local communities.

, Head of the Department of Land Management and Land Protection of the Main Department of the State Geocadastre in Chernihiv region.

According to the representative of the State Geocadastre, the problematic issue is the transfer to the united territorial communities (UTCs) of the authority to issue permits for the development of technical documentation. Firstly, not all land managers are persons with relevant work experience. Secondly, the ATCs themselves are not ready to transfer such rights: in addition to equipment, ATCs must have special licensed programs and computer protection, which is quite an expensive pleasure, because commercial structures that can service these programs must obtain a special permit.

The expert also focused the participants’ attention on the mechanisms for compliance with the norms of current legislation by local government bodies, practical issues of legal liability of officials for corrupt acts, including in the field of land relations, and ways to prevent these manifestations.

The participants of the event concluded that the main task facing government bodies, local councils and the public is to increase legal awareness and responsibility of both ordinary citizens and representatives of executive authorities and local government bodies.
