Violations of the rights of detainees were revealed in the bodies and institutions of the Ministry of Internal Affairs of Ukraine in the Chernihiv region

The monitoring group, consisting of the regional coordinator for public relations of the Verkhovna Rada Commissioner for Human Rights in Chernihiv region, Alla Lepekha, and representatives of the Chernihiv Public Committee for the Protection of Human Rights, Viktor Tarasov and Tukhan Ediev, checked the state of human rights observance in the Bakhmatsky and Kulykivskyi district departments of the Ministry of Internal Affairs of Ukraine in Chernihiv region.
This was reported by the press service of the Verkhovna Rada Commissioner for Human Rights.
The monitors noted that the arrangement of the visited temporary detention centers does not meet international and national standards.
During the monitoring visit, the main attention was paid to the measures taken by the heads of institutions to prevent torture and other types of ill-treatment. During communication with persons who were held in temporary detention facilities at the time of the visit, no complaints were received about the use of illegal methods of interrogation or unlawful actions (night interrogations, beatings).
At the same time, a number of violations were revealed during the inspection. In particular, in temporary detention facilities, the windows of the cells are not equipped with windows with locks for ventilation; supply and exhaust ventilation is unable to provide the proper temperature regime and, as a result, the cells are suffocating. The equipment of the cells is outdated and does not meet modern requirements; the area of beds, benches, and stools is less than that provided for by the standards. In the ITT of the Kulykivskyi Regional Detention Center, there are no radio speakers, blackboards on the wall near the beds, and hot water in the cells. The sanitary condition of the bathrooms is unsatisfactory, and the right to visitation is not respected. In the ITT of the Bakhmatskyi Regional Detention Center, the cells are not equipped with wall cabinets for storing food and personal hygiene items of detainees. Document management does not comply with the established forms. Persons responsible for providing home medical care to detained (delivered) persons have not been appointed. There is no list of health care institutions where substitution maintenance therapy has been implemented. The right to privacy and visitation is not respected.
In the Kulykivskyi Regional Detention Center, there is no free access to the book of complaints and suggestions for visitors and people with special needs.
During the inspection, the vast majority of interviewed employees of the above-mentioned units revealed a low level of awareness of human rights issues and the prohibition of torture, inhuman or degrading treatment.
A full list of violations and shortcomings identified in each of the visited places of detention, together with relevant recommendations, will be sent to the inspected internal affairs bodies and the Ministry of Internal Affairs of Ukraine.
